Summary of Experience

Mr. Egan is the General Manager of Egan Engineering Support Services Company (EESS) which is a service-disabled veteran-owned small business organized as a Limited Liability Company specializing in technical representation, field evaluation and system integration of homeland security solutions. His clients have been ATT, ASME, BCE Inc, Bollinger-Halter Joint Venture in support of the USCG Deepwater Project and the Government of Singapore where Egan was a Principal Investigator in an assessment of integrated disease surveillance systems associated with SARS and Avian influenza outbreaks. He was designated an ASME Congressional Fellow in 2007, and he consulted in risk based decision making with FEMA and the Office of Grants and Training of the Department of Homeland Security.

He completed (2002-2004) a two-year position as a Chief Scientist at System Planning Corporation (SPC) and the Director of the SPC Center for Border and Transportation Security where he was the Senior Program Manager (PM) for a $3.3 million grant program called Operation Safe Commerce for the Transportation Security Administration. He managed several teams of international (British and Japanese) security agents in Turkey and Japan, working with foreign Customs agents and setting up integrated supply chain surveillance and monitoring systems using biometric voice authentication and encrypted wireless communications systems. His security agents collected ground intelligence and initiated secure wireless data streams to international data fusion information analysis centers. This project required him to design the concept of operations and information architecture and lead his team's operational evaluations of satellite tracking systems and radio frequency identification (RFID) devices used to monitor security of commercial international shipping containers containing State and Defense Department sensitive cargo transported to the United States from Turkey and Japan. He successfully delivered the project on-time and with a booked net profit that far exceeded expectations. During his employment at System Planning Corporation he allocated 30% of his time to business development and was the capture manager for SPC's participation on the General Dynamics team competing for the DHS SPIRIT Contract and a multi-million dollar FEMA MOBIS contract. He was the senior PM for a contract that evaluated and made recommendations for improvements in the Continuity of Operations Plans of the Department of Veterans Affairs.

Previously (1972-2002) Egan served in the United States Coast Guard as a commissioned officer with substantive experience gained in national security, force protection security operations, engineering and military logistics support including: cold weather operations, tropical operations, command/ control/ communications/ and intelligence operations centers, and natural and technological disaster preparedness including assessment of Continuity of Operations (COOP) plans and exercises.

Physical Security and Anti-terrorism: Egan was Chief of Security and Support for the Joint US Military Assistance Group - Philippines during the New Peoples' Army insurgency and campaign of urban terrorism in Manila, RP (1987 - 1989). His duties included both information collection and physical security responsibilities with supervision and management of a detachment of 40 Philippine Marine security guards and over 50 Pinkerton foreign national employees. He provided anti-terrorism consultation for the Philippine government in port security assessments and direct counter-terrorism exercise support of Philippine Navy SEAL teams.

Indicators and Warnings: Egan served as the Chief of the National Response Center providing disaster alert and notification to over 14 federal agencies during Y2K and the terrorist events of 9-11. These services included providing rapid reporting of piracy, maritime terrorism and potential weapons of mass destruction incidents to the FBI (SIOC) as well as operating the Weapons of Mass Destruction Hot Line for the White House. Egan served as the Coast Guard Commandant's representative to the Department of Energy and the Special National Security Council Interagency Coordination Team for "Surveillance and Response to the Movement of Radiological Materials Across Borders".

Preparedness: He served as the Coast Guard's senior service planner responsible for planning and exercising nation-wide civil emergency contingencies and overall Continuity of Operations (COOP) programs for the Coast Guard. He served as Director and senior service planner of numerous national and international joint and combined forces military exercises for environmental security and counter-terrorism. He was the Exercise Director for all combined Naval Forces participating in the international Arctic military training exercise series called Northern Edge from 1997-1999. He served as the Coast Guard’s senior planner during the national WMD exercise TOPOFF, and as the command, control & communications consultant to FEMA/DOD/ NATO Civil–Military Environmental Protection (CMEP) exercises in Eastern Europe and the Russian Far East over the 5 year period. (1997-2002).

Collaboration: Egan served the White House as a member of the National Performance Review and the Federal Interagency Coordinating Council for Science, Engineering and Technology special working group on virtual reality and training simulators. He represented the Commandant, U.S. Coast Guard, at the North America Air Surveillance Council, JTAMDO (North America cruise missile defense planning group).

He holds a current Top Secret Security Clearance and has held recent assignments requiring TS/SCI. (SSBI Jan 2010)
